The Department of Justice released the EITS II solicitation in April 2026, beginning the recompete of its $3 billion Enterprise IT Services IDIQ. EITS II will be the DOJ's enterprise-wide contract for managed IT services, covering the FBI, DEA, ATF, Bureau of Prisons, U.S. Marshals Service, and 35 other components. Proposals are due August 14, 2026. The solicitation is on SAM.gov under the DOJ Justice Management Division acquisition page.
Two-pool structure
EITS II organizes competition into two pools with separate ceilings:
- Pool 1 (Unrestricted): $2.1B ceiling, estimated 8–10 awardees; open to any size
- Pool 2 (Small Business): $900M ceiling, estimated 12–15 awardees; restricted to small businesses under NAICS 541512
- Offerors may bid on both pools but will be evaluated separately
Key scope areas
- Service desk and end-user computing (90,000+ DOJ users)
- Network operations and WAN management across 800+ DOJ facilities
- Cloud hosting and migration (AWS GovCloud, Azure Government, on-prem hybrid)
- Cybersecurity: SOC operations, SIEM management, zero-trust implementation
Action items before August
- Download and review the EITS I task order history on USASpending.gov — understand which components drive the most volume
- Pool 2 firms: Confirm SBA small-business size status is current in SAM.gov
- Identify at least two past performance references involving large-scale managed IT services (10,000+ user environments preferred)
- Attend the DOJ industry day (date TBD) — DOJ's KOs have historically used industry days to clarify evaluation criteria
