CACI International was awarded a $287 million, seven-year potential Army contract on April 10, 2026 to continue modernization of the Integrated Personnel and Pay System–Army (IPPS-A) under the MAHC-III program. Coverage from GovCon Wire.
What IPPS-A is
IPPS-A is the Army's consolidated HR-and-pay platform. Per the announcement, it has eliminated 50 disparate legacy HR systems across components. More than 1 million unique users have accessed it since Release 3 deployed in 2023. Soldiers manage personal records, pay, and benefits through one portal.
Scope
Agile software development support and software-defined platforms to accelerate feature delivery, improve quality, and increase flexibility. CACI has supported IPPS-A continuously since 2015; a $61M predecessor task order was awarded in January 2025.
What to do
- HRIS / payroll-modernization specialists: CACI's Agile pods will source backend, identity, and analytics subs
- Section 508 / accessibility firms: any soldier-facing UI must meet refresh-Act requirements
- If you compete on Army services IDIQs: MAHC-III is the vehicle most of these task orders flow through
