GAO upheld the Navy's decision to reject MIL Corp's offer for a $156M NAWCAD IT task order because its industrial production manager held a bachelor's degree, not the required master's. That made MIL ineligible to press its other claims, so GAO denied the protest in part and dismissed the rest, leaving the order with BAE Systems.

The agency had accepted a proposal that never addressed a required offline mode for the course app. GAO recommended that PRMA re-evaluate VPC and, if VPC is unacceptable, terminate the contract and redo the source selection.
The Court of Federal Claims upheld DISA's Cloud-Based Internet Isolation award to By Light. The court found that required subcontractor Menlo Security could legally quote different prices to rival offerors, and that DISA kept source selection authority. 22nd Century Networks' protest failed.
